To find foreign contacts, try using the Yahoo World Folklore Group, there are over 1000 groups and festivals registered. As with late holidays, you can sometimes find bargains! So this tends to fit Morris Sides with the attitude 'have bells, will travel'.
A grandiose name and not too many links at present, but you could try: http://www.folklorfestival.com/
Or just use Google, search on "folk festivals <country name>
As I find out about festivals, they will be pasted below, the most recent request at the top of the list. Please let me know if you write to any them. Saves double bookings and embarassing meetings when you get there!
